If the new NHL wants higher scoring, why restrict it in a way that more importantly draws several minutes of dead airspace to review the play? The crowd becomes completely disinterested by the time the ruling is handed down and any game momentum is completely killed. They already invented the "carried in by its own momentum" clause to allow kicking motion goals anyway. Also, treat the delay of game crap the same as icing. In-zone faceoff with no line changes or commercial break. Include pucks off the glass too so there's less to argue about; it's still out of play. I’m all for removal the kicking rule.
